How come developers and most elected officials refuse to acknowledge or discuss the fact that most water consumption caused by data centers is at the power generation facility not within the boundaries of the data center?

See chart below.  The volume of water consumed on due to data centers at the power plant due to the huge additional amount of power being generated to power the data center is shown in blue.  The volume in red is the water being consumed within the boundary of the data center property.  

Because that additional water is being consumed off site of the data center means it's not a concern?  Does the people approving these projects have any common sense?  What qualifies them to make such huge technical decisions?  Do they have any clue that MO is very drought prone?  Do they know that MO is currently in a drought alert according to drought.gov and the EOs issued by Keyhoe?  The ones that have been educated haven't reversed their decisions?  It's just so far beyond absurd I can't even think of a word that properly describes what many of us are witnessing.
